Garment Testing Requirements

Garment testing splits into three broad families: chemical safety, physical performance and labelling verification. Which tests apply, and at what level, is set by your buyer, your retailer or the market you sell into.

Why testing exists at all

Testing answers questions that inspection cannot. You can look at a garment and see whether the print is straight, the stitching is clean and the label is in the right place. You cannot look at it and see whether the dye contains a restricted substance, whether the fabric will shrink out of size after laundering, or whether the print will transfer colour onto a car seat. Those need a laboratory and a defined method.

For a brand, testing does two jobs. It protects the customer, which is the reason the requirements exist. And it protects the brand from the far more expensive version of the same problem, which is finding out after several thousand units have shipped.

The three families of testing

  • Chemical and restricted substances: whether anything present in the materials is regulated or restricted, assessed against a list rather than a single test
  • Physical and performance: how the garment behaves in use and in laundering, covering colourfastness, dimensional stability, strength, abrasion and appearance retention
  • Labelling and content verification: whether the fibre content, care instructions and origin information on the label match what the garment actually is

Chemical and restricted substance testing

Most brands manage this through a restricted substances list, usually shortened to RSL. The RSL names the substances that must not be present above defined limits in the finished product, and it is the document a laboratory tests against. Larger buyers publish their own RSL, which is typically stricter than the legal minimum in any single market. Some organisations also work with a manufacturing restricted substances list, an MRSL, which addresses chemical inputs at the factory rather than residues in the finished item.

Harmful-substance certifications sit alongside this rather than replacing it. A product certification such as OEKO-TEX® STANDARD 100 assesses an article against the criteria of that standard, which is not necessarily identical to your buyer's RSL. Check whether the certificate satisfies the requirement in front of you before assuming it does.

The limit values themselves are defined by the applicable standard or regulation and are updated periodically. Take current figures from the published standard or from your testing laboratory, not from a supplier summary. Requirements also vary by destination market and change over time, so what applies to your product must be confirmed for the markets you are actually selling into.

Physical and performance testing

The physical set is where most day-to-day failures show up. Colourfastness testing looks at whether colour holds when the garment is washed, rubbed dry or wet, exposed to light, or in contact with perspiration. Dimensional stability testing looks at shrinkage and twist after laundering. Strength testing covers seam slippage, seam strength, tear and tensile behaviour. Appearance testing covers pilling, surface change and, on knits, spirality.

Each of these has published methods maintained by standards bodies such as ISO, AATCC, ASTM and BS. Your laboratory will quote the method reference; the important thing for a brand is that the same method is used consistently, because results from different methods are not directly comparable. Pass levels are set by your buyer's protocol rather than by the method itself, which only describes how to carry out the test.

Testing decorated garments specifically

Decoration adds its own failure modes, and a fabric test does not cover them. A printed, embroidered or badged garment needs the decoration assessed as part of the finished article: colourfastness of the applied ink or transfer to washing and to rubbing, adhesion of transfers and heat-applied elements, cracking and flaking after laundering, and the effect of the decoration on the fabric underneath.

There are also interaction effects worth being alert to. A print sitting on a heavily dyed dark fabric can pick up colour from the ground fabric over time. A heat-applied element on a synthetic can change the fabric hand or cause a mark if the process window is wrong. A badge with a hard edge can abrade the fabric next to it. None of these are visible at the moment of production, which is why the wash assessment on a real sample matters more than any amount of desk checking.

How many laundering cycles a test runs, and what result counts as acceptable, are set by the protocol you are testing against. Agree those with your buyer or your laboratory rather than assuming an industry default.

Who decides what applies to you

There is no single answer that fits every brand, and this is where a lot of confusion starts. Requirements come from three directions at once: the law in each destination market, the retailer or buyer you are selling to, and any voluntary standard or certification you have chosen to work with. Retailer protocols are usually the most detailed of the three, and often the strictest.

Requirements for childrenswear are generally more demanding than for adult apparel across every market, and additional rules commonly apply to items such as drawstrings, small parts and flammability. What those rules are, and which of them apply to your product, has to be confirmed for each market you sell into. This is a matter for your compliance adviser or your importer of record, not something to settle from a general article.

When to test in the development timeline

Testing is cheapest and most useful early. Test fabric and trims during development, before the design is locked, so that a failing component can simply be swapped. Test the pre-production sample as a finished garment, decoration included, because that is the first time all the elements exist together. Then test from bulk if the buyer's protocol requires it, as a confirmation rather than a discovery exercise.

The costly pattern is the reverse: no development testing, no pre-production testing, and a bulk test that fails. At that point the choices are all bad. Building two earlier test points into the calendar usually costs less than one recall or one rejected shipment.

A practical checklist

  • Get the buyer or retailer test protocol in writing before development, not after
  • Confirm which destination markets are in scope, and have their requirements checked by someone qualified to do so
  • Test fabric and trims separately during development
  • Test the decorated garment as a finished article, rather than the base fabric alone
  • Use one laboratory and one method set consistently so results stay comparable
  • Keep test reports filed against the style and the season, with dates
  • Retest when anything changes: fabric supplier, dye, ink system, transfer film or trim source

The takeaway

Test the finished decorated garment rather than the fabric alone, and do it early enough that a failure can still be designed around. The protocol comes from your buyer and your destination markets, so get both in writing before development starts.
